Dr. Scott Davis
Chief Executive Officer – Principal Engineer at Gexcon US
Dr. Scott Davis specializes in mechanical and aerospace engineering, and the engineering analysis and testing of combustion, thermal, and fluid processes. Dr. Davis applies his expertise to the investigation, prevention, and risk assessment of fires, explosions, and dispersion hazards such as flammable vapors and carbon monoxide exposures. He is responsible for fire and explosion related consulting activities, which include post-incident investigative work as well as performing risk assessments and safety studies for offshore Oil & Gas installations, petrochemical facilities, and various other industries. These studies include explosion risk assessment, blast and venting analyses, assessment of combustible dust explosions and ignition, toxic and flammable gas releases and dispersion, hydrogen safety, ventilation, detector placement, and carbon monoxide dispersion with the assistance of the world-leading FLACS software developed by GexCon.
Stacey Noem
Chief, Office of Offshore Regulatory Programs
Stacey Noem is the Chief of the Office of Offshore Regulatory Programs (OORP). As Chief, she is responsible for developing and maintaining up-to-date regulations, policies, standards and guidelines; managing functions that engage risk assessment and analysis, the evaluation of emerging and unique technologies, and driving improved safety performance.
Ms. Noem began her federal career as a Special Agent with the Environmental Protection Agency’s Criminal Investigation Division where she worked for over 16 years. She joined BSEE in November of 2012 as a Supervisory Special Investigator tasked with running BSEE’s Safety and Incident Investigations Division (SIID). As Chief of SIID, she developed national investigations policies and a handbook, and created an incident investigations training program that is executed by SIID staff for BSEE employees.
In addition to her Chief SIID duties, Ms. Noem also acted as the Chief of BSEE’s Safety Enforcement Division (SED). Ms. Noem was named the permanent Chief of OORP in October of 2020.
Ms. Noem graduated from the United States Naval Academy in May of 1987 with a Bachelor of Science degree in physical sciences. Of note, Ms. Noem graduated within the first decade of women being allowed to receive nominations to attend the Academy. Upon graduation, she was commissioned a 2nd Lieutenant in the United States Marine Corps where she served as a Signals Intelligence Officer.
Dr. Michael G. Hamblin
Head of Process Safety and Investigations
Woodside
Dr Michael G. Hamblin holds a BEng (mechanical) with 1st class honours and PhD from the University of Western Australia.
Early in his working life he was involved in farming, open cut gold mining and then consulting to the Oil and Gas industry.
Since joining Woodside as staff in 1997 he has held many roles including engineering, maintenance and production management positions across LNG plants, offshore platforms and dis-connectable FPSOs as well as leading the Operations division risk management, compliance and process safety assurance activities.
His was previously General Manager Quality responsible for Quality Management support across all Projects and Operations at Woodside.
Currently Head of Process Safety and Investigations Michael oversees Process Safety Management and significant HSE event investigation process across Woodside globally.
