Brian Salerno was sworn in as the Director of the Bureau of Safety and Environmental Enforcement on August 26, 2013. He is responsible for promoting safety, protecting the environment and conserving resources through the vigorous regulatory oversight and enforcement of offshore operations on the U.S. Outer Continental Shelf. Prior to his appointment as Bureau Director, Salerno served as the U.S. Coast Guard’s Deputy Commandant for Operations where he was responsible for establishing and providing operational strategy, policy, guidance and resources as needed to meet national priorities for U.S. Coast Guard missions, programs and services. Previous Washington, D.C.-based assignments included serving as the Assistant Commandant for Marine Safety, Security and Stewardship, Assistant Commandant for Policy and Planning, and Director of Inspections and Compliance.

Salerno was commissioned as an ensign in the U.S. Coast Guard in December 1976 after attending Officer Candidate School. Over the course of his 36-year active duty career, Salerno attained the rank of Vice Admiral, serving predominantly within the U.S. Coast Guard’s marine safety program. His field assignments included commanding units in Boston, MA and San Juan, PR, in addition to other assignments in Baltimore, MD; Port Arthur, TX; Portland, ME; and as the marine safety adviser to the Panama Canal Authority. Salerno is a 2000 graduate of the U.S. Army War College, with a Masters in Strategic Studies. He is also a graduate of the Naval War College nonresident program, and holds a Master’s Degree in Management from the Johns Hopkins University. He is licensed as a master of small passenger vessels.

Dwight Johnston graduated from Texas A&M University in 1977, with a BS in Civil Engineering. He began his career with Shell in Houston, working his first few years in a variety of Facilities and Project Engineering positions. Dwight and his family moved to Bakersfield, California in 1983, where he served in his first supervisory position. While in California, he held positions as Field Operations Foreman and Facilities Engineering Supervisor. He then spent one year, back in Houston, in a corporate planning position before he transferred to New Orleans in 1988. In New Orleans, Dwight held a variety of positions, including Asset Manager, Project Manager, HSE Manager, Operational Excellence Manager, and Operations Services Manager for Shell’s Gulf of Mexico operations. In August 2009, he moved to The Hague, Netherlands to serve as the Global Process Safety Manager. He moved back to New Orleans in April 2012, and currently serves as Vice President Safety, Environment, and Social Performance in Shell’s Deep Water Business Unit. Dwight is married, has three children, one grandchild, and goes fishing whenever he gets the chance.

Eamonn Naughton was appointed BP’s Group Head of Risk, Learning and HSE, in September 2014. In this role he is accountable for leading the global HSE discipline and establishing group-wide requirements, plans and programmes for the management of material HSE risks and oversees the safety and operational risk process. Eamonn graduated in Mechanical Engineering from University College Dublin, Ireland in 1985. From there he joined BP Exploration, initially at their North Sea Headquarters based in Aberdeen. In the early part of his career Eamonn performed roles in Operations and Engineering, primarily associated with offshore oil and gas production and development in the North Sea. In 1990, following the publication of Lord Cullen’s report into the Piper Alpha disaster, he joined a newly formed team to develop BP’s approach to addressing the emerging offshore Safety Case regulations and associated Major Hazards legislation.

In 1994 Eamonn was transferred to BP’s Alaska business, taking his Major hazards skills and applying them to the OSHA PSM framework and the emerging EPA RMP regulation. He returned to the UK in 2000 and following a series of HSE Manager roles in the North Sea, was appointed the Vice President for HSE for BP’s Global Upstream business in 2006, based in London. In early 2010, he moved to the newly created role of VP HSSE and Engineering for BP’s Egyptian Operations based in Cairo. This involved leading and supporting Engineering and HSE Assurance activities for both BP’s operated and Joint Venture Businesses in the country. He returned once again to the UK in 2013, to take on the role of VP Safety and Operational Risk for the company’s Global upstream operations, setting standards and providing a view of the risks posed in these operations. A Chartered Mechanical Engineer, Eamonn has worked for BP for nearly 30 years and currently resides in London.
